CALL TO ORDER:  The Board meeting of the Columbia Irrigation District was reconvened at 1:00 pm at the District office by President Jerry Sleater.  Present at the meeting were:

                       Jerry Sleater, Director                           Keith Martin, Manager            
                       George Janicek, Director                      Russ Pelleberg, Asst.Manager
                       Gary Hutchcraft, Director                     Bonnie Kulp, Recorder
                       Jim Gose, Director       

The purpose of this meeting was to conduct a workshop to discuss the following topics:
                        New service areas in West Richland
                        Private vs CID lines
                        Zelmer – like-kind/deferral

KID letter – water carriage
 NEW AREA IN WEST RICHLAND:  Manager Martin discussed issues on new areas in West Richland where four property owners are willing to give CID eight acres of land for a reservoir and also pay for a significant portion of the infrastructure including the pump station to feed the reservoir.  Discussions on this subject pertained to reclassification and construction fee comparisons to Willamette Heights and Belmont and how this may pertain to a General Service Area.

PRIVATE VS CID LINES:  Manager Martin suggested reclassifying all land not within an LID as a General Service Area (GSA).  Discussions on this subject were replacing failed concrete lines and assess those properties in the GSA accordingly; how to determine where the private lines are; assessment increases and notifications to patrons; implementing a GSA program.  New properties coming into the District would be considered to be in a GSA. 

ZELMER:  Manager Martin has asked Attorney Miller to explain, according to law, how an individual can get out of an LID.  Discussion pertained to what Mr. Zelmer’s options are, if any, and/or reclassifying other land within the boundaries of the LID that want the water. 

KID LETTER:   The Board reviewed the letter drafted to KID pertaining to CID requirements for water carriage.ADDITIONAL TOPICS: 

SALE OF DISTRICT RIGHT-OF-WAY:  Assistant Manager Pelleberg reported Doug Dobrec is still interested in purchasing the 0.02 acres of land to square up his property.  Mr. Dobrec spoke with a land appraiser and because the piece is land-locked, odd shaped and is not able to build upon he could not put a value on it.   The Board suggested selling it at the current rate of property value. 

BOARD ROOM:  Manager Martin reported the city is requiring the furniture be in place before they will sign off on the permit.  He informed the Board he will ask for a line item adjustment at the next Board Meeting.
